Matthew Scoggins was named general counsel in December 2016. He joined the university in 2008 as assistant general counsel before being promoted to deputy general counsel in 2015. During his time at UT, he has provided areas of advice and representation in a variety of areas, including student and academic affairs, athletics, legislative affairs, constitutional law, campus police, employment issues, and compliance with various state and federal laws, including Title IX, the Tennessee Public Records Act, the Clery Act, FERPA, Executive Order 11246, and the Americans with Disabilities Act.
Prior to joining UT, Scoggins practiced law at Bass, Berry and Sims PLC in Knoxville and Alston and Bird LLP in Atlanta, Georgia. Scoggins, a native of Columbia, Tennessee, earned a bachelor’s degree in marketing and a doctor of jurisprudence at UT Knoxville, ranking first in his graduating class from law school.
